Ideal Filter For 60l Dwarf Puffer Tank

im planning ahead and wanted to know which filter you would recommend for the above (see subject) i have read i need to over filter and heavily plant? i was thinking of the following:
1m / 2f dp's
3 ottos
& group of shrimp

what do u think of the possible stocking and what wud u suggest for a filter? i have previous used fluval, would a u3 be ok? is there something else equally good/cheaper?

Ok so im thinking that to overfilter i shud aim for 10x ? or is that overkill? Ive come across the all pond solution internal which is 600lph at a third of the price vs the fluval... Any good?
