I think my 20 gal aquarium is overstocked

At least it is what AqaAdvisor calculator says.

My tank is 24x12x16 tall and I have a Penguin 150 filter.

My fish:
6 x Cobra Male Guppies
2 x African Dwarf Frogs
6 x Neon Tetras
8 x Danio GloFish
3 x Ghost Shrimp

most of the fish are juvenile size.

I regularly check amonia levels and do water changes once a week.

Any thoughts?

It is a bit overstocked but if you removed the frogs it would probably be ok for the fish. However, it also depends on the general hardness (GH) and pH of the water.
Guppies like hard alkaline water with a GH above 200ppm and a pH above 7.0.
The tetras like soft acid water with a GH below 200ppm and pH below 7.0.
The danios like a GH between 100-250ppm and a pH around 7.0

If your water has a GH around 200ppm and a pH around 7.0 you should be ok, but if its extreme in either direction, one group of fish won't do as well.

Fogs eat fish and can catch fish diseases, but they don't tolerate fish medications so it is best to keep frogs in their own tank.
