anyone know if you put water conditioner in before you start the cycle or just the opposite

Best 2 mix the water + conditioner in a jug/bucket etc before the water goes in the tank.
Or at least leave the conditioner + water in the tank for a longer time before putting fish in the tank (3+ days usually if it is a new tank, or a couple of hours if it is a 60%-or-less water change)

i have a 20 gal that i just took everthing out of the tank and im planning to redo the tank and i was wondering after you put the water in the tank do u put in the water conditioner, or if u put in this fish and you start the cycle without conditioner then when its done put the conditioner in

To my knowledge you put the conditioner in before the fish as you need to get rid of the chlorine. I have just started a cycle of my tank and have treated the water now
 
I don't really understand what you're saying but water needs to be treated if you're going to add it to a tank, chlorine and chloramine will kill bacteria so you need to use something to remove them.
 
Since the beneficial bacteria live in the filter, not the water, you *shouldn't* need to cycle the tank again if you're just giving it a new "look." If you're doing a total scrub-down, getting new gravel, etc., and you want to totally empty the tank, either run your filter on another tank and take as long as you need to clean the old tank, or put the filter (media) in a bucket full of old tank water, work quickly, and get the filter running again in the new (dechlorinated) water/tank. (or, depending what kind of filter you have, put it in the bucket and plug it back in. Then you don't have to worry about the bacteria dying off).
