I just got the Eheim 2128 Pro.

Does this create any oxygen for the fish as it filters or is just a filter?

If it deos create Oxygen, is it enough?

I don't have any experience with that particular filter, but I have other canister filters, and don't use any additional source of oxygen. If the filter output disturbs the water surface, that will help to oxygenate the water. I think you should be OK with just the filter.

Unless if you are overstocking your tank, the fact that air meets the surface of water is sufficient for all the gas exchange, including O2 and CO2. I wouldn't worry about your filter generating additional surface disturbance.

What is your stocking level like?

Well I have a glass top that will not have any opening except for small one for hose filter to run through and I also will have a wood cabinet top.

I am still putting it together and waiting for thing to arrive, should start cycling middle next week.

How much space should be between the water and the top of the aquarium? 1 inch, 2 inchs?

Well, my covered tanks don't have much spaces on the opening cover - small areas where the wire of the heater enters, and also around where the power filter resides.

As for the water level, I fill it up just enough that I cannot see the water leve from the front. So I guess that's about 1 inch off from the top of the tank.

I'd say my tank is well stocked, and I never had any O2 related issues, so far...
