it depends on a number of things including:
how big the tank is
how much rock/ coral (hiding places) there is in the tank
how many of each you plan on keeping
who goes in first

in a big tank, say 4x2x2ft with lots of rock and hiding places, you could add a group of 8-10 chromis and then a few weeks later, add a few humbugs. Once the humbugs mature you will end up with a pr and the other humbugs will have to be removed. You might be able to keep 2 prs of humbugs in a tank with lots of rock but 1pr is better if you want chromis or other damsels in the tank with them.

Basically get the chromis first and add the humbugs last. Try to get small humbugs so they take longer to mature and take over a territory.
