Are you talking about Takashi Amano? I think he's from Japan, but I don't follow his work enough to know that for sure. He has lovely tanks. Here's the thread I think you may be referring to.

Oh please! Not that again! Can you leave us one pretty tank that will not get destroyed to put rays in there? Don't get me wrong, I like rays, but please leave us a pretty planted tank to look at too.
