fish-in or fish-less?
are you adding ammonia?
what are you tap water test results?
what tests are you using?
 
Do you have fish in there? If yes, do an immediate 75% water change first off. Wait a few hours, then do another. Test your water daily and proceed with more water changes when any ammonia/nitrite is present while testing. It is safe to do very large water changes as long as you are temperature matching the new water with the current tank temp. If your tank is newly set up, you are going through a cycle where your filter is unable to keep up with the fish waste being produced. Until you achieve a balance, you will continue to have these spikes in ammonia which are going to be very hard on your fish and possibly kill them and at the very least do permanent damage to them.

As the above post mentioned, it would be helpful to know all the details of your tank, including how many fish are in there if any.
