How To Reduce Water Hardness?

Hello everyone, I am currently doing a fishless cycle on my 20gal high tank and plan to stock with cardinal/neon tetras and a flame dwarf gourami. From what I've read both prefer relatively soft water and the tap water here in SoCal is pretty hard. So I was wondering, what were the best methods to reducing hardness in your guys experience?

If you buy them locally then they will likely already be acclimatized to your water and should be fine. 
IMO it's better not to mess with the water too much, it can easily back fire and can have bad side effects.
