130W in a 29 Gallon is A LOT of light - 4.5 Watts per Gallon.
You need to keep your CO2 stable at around 30ppm ideally. You need to be planted heavily with fast growers if not already and you definitely need to be adding fertilisers, probably both macro and micronutrients.
Your plants will be starved of nutrients with that much light, this is why they're not pearling.
I strongly suggest you sort out some fertilisers otherwise you will be growing algae rather than plants.

I recommend you cut back on the lighting until you have sorted out a fertilising regime.
