How to know if CO2 is needed

Some people don't add CO2 and their plants seem OK, so, how do you know if you need CO2 or not?

Also, from another perspective... how to know when too much CO2 it's been added ??

Too much CO2 is anything over 30 to 35ppm. This can be tested using pH and KH kits and a CO2 table.
