HELP!!! the brown algea is growing out of control in my tank and my water is green. I did 3 partial water changes and my CO2 is at 20ppm but the algea and green water wont go away.

brown algae is apparently due to low light. Just scrub it off the objects and remove any plant leaves that are covered in it, do a few daily water changes and add some more lights/plants and you should be good to go. If your set up is new then i wouldn't worry about it too much, algae is very common in new set ups and all tanks go through these stages.

As for your green water i really don't know..

Do you have any algea eating fish in the tank? My cousin had good luck with otos and brown algae. The gree water could be from a few different things. I had a bad outbreak of it when I had too much light and no co2 or ferts going. The first bout I had I did 50% water changes daily for 3 weeks until I cleared. The second time I added co2 and my ferts and lowered the light by half and it cleared up in 10 days. Then I upped the light to full and added some stems for quick growth.
 
Try upping your CO2 to between 30ppm and 40ppm if you're able
