I'd been soaking a piece of driftwood in a bucket of water outside for about a month. Apparently it didn't get out all the air as it still floats. It's about 18" long, maybe 2" in diameter and curved into a slight U shape. I tried placing both ends into the rock substrate and piling them onto the ends with no luck.

What's the best way to weigh it down?

boiling it will help it sink quicker.
you could use the end of a stocking fill it with substrate and then drap it over the wood until it is properly soaked.
also drilling and cable tying to a stone/slate is an option (or use silicone for this)
 
It's too long to boil, I think. The stocking thing may work.
