Except not many people go by that rule.

Try the aquarium calculators in the pinned topic. Because it's a longer tank, there's more surface area for gas exchange and you can get more fish.

Personally, I can put roughly 28" in my 15 gallon, because of the surface area and the larger filter. It works out well, and I've only seen a slightly higher level of ammonia once, due to being late with a tank cleaning because of a paper that was due.
 
I don't follow the one inch per gallon rule either. I usually just understock. I buy a couple of fish and see if they get along, if they do, I keep it that way. Sometimes adding a neon or two to my shoal. :p

On small tanks the inch per gallon 'rule' doesn't work at all, and depends on what species of fish as well. *shrugs*
 
If its gallons... well I've got about 15 fish in there. Mostly small, but there's one angel. I think the one inch per fish rule is for very very rough guidance.
