How many Neon Tetras or Cardnal Tetras can I keep in a 5 US gallon tank?

I would think 0 tetras, a 10g is better. But you could get 1 male betta or divide the tank and put 1 male betta on each side.

My opinion is that 0 tetra and even 0 betta but maybe some shrimps. But thats just me and other Finns.

A 5gal doesnt offer enough space for a species like tetras to shoal in properly, they wouldn't really be happy in it so i ould opt for 0.
On the other hand there are other fish that can go in a 5gal and be happy, like a single dwarf puffer or male betta, a small group of pygmy corys or oto's or a herd of ghost shrimp- you could also have apple and giant ramshorn snails along with the fish, they are quite attractive, but only a max of 5 as they grow quite large and produce as much waste as any other 2inch fish out there.

I'd deffinately go with the shrimp idea and plant heavily - you should be able to fit 4-7 but fishless cycle the tank first and add the shrimp slowly to make shure you are not over-stocking the tank. Cherry shrimp look amazing in a nice, green tank. :)
