How Many Fish In 22 Gallon (tall)?

Hey, a friend of mine is getting a tank that is 24x12x18, being 18 inches tall. That means 22 US gallons.

Ideally he would like fish that are easy to keep, specially for a beginner.

I was thinking about Zebra Danios, Neon Tetras and some Corys - but considering the numbers in which they like to school, the "1 Inch of Fish to 1 US Gallon" rule quickly dictates that this may not be possible. So I was wondering if anyone would be able to suggest a good combo of beginner fish for him that wouldn't overstock his tank?

These are all pretty small fish. I think you'd be safe with a small school of 5-6 of all 3. Please correct me if I'm wrong. All three types are decently good for a beginner. Just add them a few at a time.
 
if i was using that, i would have
6 cories (low bioload so are good)
6 cardinal tetras
3 rams (1m2f)
6 harlequin rasboras

What filtration are you using? How often will you do water changes, with that stocking i would do 20% weekly

That would be fine, 3 shoals with a centre-piece group.
