How Do You Clean Sand?

Well in my 28L tank at the minute I have gravel at the bottom, so it's fairly easy because you use one of those gravel sucky things, but with sand wouldn't that just get sucked up too?
A little advice would be much appreciated.

Swirl the hose approx an inch from the sand it will pull the debris in
