How Do I Lower The Temperature?

hi everyone, i have a eheim jager heater and i need to lower the temperature from 26C to 25C (78.8F to 77F). Do i need to adjust the red wheel or just the blue wheel with the degrees on it? do i need to turn the Heater off first?
