How Deos The Good Backteria Get Into The Tank?

I understand why the bacteria that change amonia into nitrate would live in a cycled tank, but how does it get there? Does it lie dorment on serfaces untill transferred into the tank via our hands, fish nets, ect? Is it in the air?
 
If I have a measurable, but very low, amount of amonia in my tap water does that mean that my water plant has an even lower amount of bacteria than other water plants? Thanx for the link, by the way. It helped a lot.
 
I would think it is a problem with their filtration, there shouldn't be any detectable levels of ammonia in your tapwater. I would contact the water authority.
