How can i help cycling my tank,I've heard that you can add water from an already established aquirium into
a new one
is that true

also, how should i stock it

Stock it how you want to considering fish compatibility, Tank size and water conditions. I'm Sure some other members will give you some info on this. To speed it up you can add water from an already established tank, Or you can just add the filter from an already established take and put the new filter in the established tank.
 
To help your new filter get started you can add some filter media from a mature filter. If you have access to a mature tank you could also run your new filter in that tank alongside it's own filter for a few weeks (3-4), then transfer the filter to your new tank and lightly stock it.
As for stocking, what kind of fish do you want to keep ?
 
Hmm...i want interesting fish, but, i want to put as many fish as i can into a 20 long. I'd rather
have
2 of one fish
then 30 of one fish
i really want variety in my tank.

Sometimes 30 of 1 fish can be a nice thing especially if its shoaling rummynoses :p
