Hospital Tank Or Not

Well, I recently rinsed out my filter media (with tank water) too much, and lost a ton of bacteria. Now, my tank is cycling. I have a hospital tank, but the problem is the Ammonia in the main tank is 2.4. I have been running the filter from hospital tank for about 24 hours now, to collect some bacteria. Anyway, because the Ammonia is high should I not use the main tank water for hospital tank?

The fish I have is apparently getting picked on, I have no clue why. I want to treat him, especially because I just saw him go sycho in the tank and swimming all over the place. He has a shredded fin.

So, what do I do for him?
 
Just use a bit of tank water, and dilute it down with fresh water that has been declorinated.
 
Ok, so use like 1/3 of fish water and then 2/3 of fresh, de-chlorinated water?
 
That's fine, good luck, match temp though.
