Hospital / Quarantine Tank.

I would tend to disagree with the thread you linked to. I think it take at least 2 weeks for you to truely be sure you have no diseases. I think if you do a search for "quarantine" you will find that most people recommend 2 to 4 weeks.

most often.

alot of harmfull dieses will show up in the 1.5-2 week area.

contact "germ" he will tell you all you need to no about dieases and QTing.

Ok then I'll do it for 2 weeks instead then. While i'm QTing (stocking my main tank up), i'll be keeping fish in the QT tank almost constantly anyway. (Buying fish one weekend, 2 weeks later putting in main tank, then buying more fish until I've stocked.)

some diseases like white spot, has more than one stage, if it has a stage where it leaves the host and free swims then it will be in the water for the next fish you put in there.

should the filter media also be replaced with new mature media each time the tank is used? or can it be reused?

can be reused, as your bacteria will make most of the parisites leave it, maby rinse it off with some water from the main tank NOT from the tank you just used.
