High / Low Tech Tanks

Could someone please explain this for me..

I keep hearing people referring to low tech and high tech tanks and am a little confused as to what it means. What makes a tank high tech? or low tech?

I believe it refers to the amount of equipment and what type of equipment you use. for example:

-high intensity, expensive ballasted lights vs using normal fixture with slightly upgraded bulbs

-using a CO2 injector system with a canister vs. baking soda or yeast to create CO2

High tech:

Lights >2WPG with a spectrum to promote plant growth.

Pressurised CO2 to promote plant growth.

Nutrient rich substrate to promote plant growth.

Fertilised water column to promote plant growth.

Lots of money spent to promote plant growth.
