High Chloroine!

I have high chlorine in my water and i can't afford bottles water since I have 2 10 gallon tanks and 4 1 gallon betta tanks. I've lost one betta though, and have another thats sick. I clean their bowls regularly and everything. The only thing I can think is bothering them is the water quality. What are some good things I can use to lessen the chlorine a bit?

I have stress zyme but it doesn't seem to work very well

It's because you need "Stress Coat" to remove the chlorine / chloramines / heavy metals etc.
The stress zyme only helps with the bacteria.
