a bubble nest is a nest that the male bettas build. once the female lays her eggs, the male scoops them up and puts them in the bubble nest. ^_^
 
Yes they don't JUST do it because there are eggs available or a female nearby. Some of mine are regular nest builders, they just do it the whole time, others do it every time I do a water change [said to be because they are just so happy] and some of my boys do it to show off, if they are near another male. My nest is bigger than your nest type behaviour.

heres a pic of a bubblenest, a lot of my males will blow them for fun as well, for most people when their males blow nests its a sign that they are happy and in good health and of course ready to spawn.
 
Sometimes. Females can be weird. But It is not your everyday female that will build one. And usually their bubbles are smaller and less sticky.
I even heard once of a female who laid her own fertile eggs. So like male/female at the same time
 
yes females can and do build nests, i had a female build a nest and drop eggs and place them in her nest bless her
 
i too have a female who is currently building, he has build around he jar and she is making pretty patterns with hers where ever he has built some,
