no, I am currently cycling my tank. what should i do?

See if you can catch it and get a good macro photo of it. That will let me get the wildlife book out for a proper ID. It's almost deffinately an insect nymph of some form, and most are preditory, so you may need to knock it off  You should not flush them, as you can caurse an outbreak of waterver it is in the watercourse the souer joins up with, should that turn out to be an invasive species  Most plants are imported for the fish trade, and live food asside, they are the most common source of insects arriving in a tank. It may not be native to this country, so you definately don't want to risk it getting into the wild :/
