Okay, well, my Betta is not moving at the bottom of the tank and he's been like that for a while.

From watching that video clip it looks to me as though he is not actually "swimming" all the time but is drifting in the flow of current in the tank. Could you check that there isn't too much turbulance in his tank - it may mean turning down any pump you may have, or adjusting any valves on the filter itself to reduce the flow. Bettas prefer calmer, quieter tanks and it makes it easier for them with all that flowing finnage. Other than that it can get quite tiresome for them having to battle against a strong flow and this can lead to stress and illness.

Also, if a fish swims up and down vertically constantly, this is another sign that they are stressed by something.

Sometimes, that floating/drifting about indicates that the fish has an internal disease - or it could be a touch of swimbladder disorder due to all the water changes and varying temps he's been put through recently.

Doing such large percentage water changes that often really isn't necessary as he's the only fish in the tank (isn't he?), so the amount of ammonia he will actually produce would be minimal on a daily basis compared to a community tank and besides, if you remove too much water that often, how is the tank going to cycle if the ammonia from his waste/leftover food isn't given a chance to kick start the whole process within the filter? I think people normally only do such large water changes when they are not using a filter in the betta tank.

I'd keep the water changes small - no more than 10-15% every few days. If you had a test kit it would guide you so that you would know exactly what day to do a water change. They really are useful if you can get one.
