ive got a new tank of 3 weeks now my fish and plants have started to dye.

ive done 2 water changes over last 3 day of 20% and nitrite level is still up any ideas ? thanks

Well when you cycling the nitrite will peak and it will gradually fall to 0 telling you your tank has cycled, how big is the tank what fish do you keep, and which type.

Apart from what Wilder has already asked i suggest you quickly remove any dead/rotting plants from the tank as these will only make water quality conditions worse.
Some plants need a certain strength of lighting to grow and various other conditions- either that or they are not getting enough nutrients; i have used "Flora boost" by Interpet in the past and is has made my plants grow very well and not caused any algae blooms etc.

What are your current water stats and and what are the symtoms of the dying fish or any strange behavior they are showing?
Hvae you used any booster chemicals recently or meds/salt etc?

What size tank do you have and what kind of fish and plants do you have? Could be a matter of delicate fish or simply overstocking in a cycling tank.

i have 17 gallon tank got 2 plecs 1 molly 1 zebra danio 1 red eyed tetra and 2 platy's that had fry last week

Carry on with water changes but it will delay the cycle.

ive took all plants out today not sure what they was so will av to get new ones .
when should i buy new plants ? and my platy's 1 has i blood mark on her side like someone is attacking her and the other 1 she has white stuff on her fin but it not white spot

Septicemia the red blood mark due to poor water quality, you will have to issolate her and use antibiotics on her, does the fungus on the fin look wispy and fluffy probably fin fungus, try some salt baths on the fish for a few days that might clear it, as you don't really wan't to be adding meds with the tank still cycling.

If you have a spare tank that would be great.
