Help!

I'm knew to this,

I have a 180 Jewel system up and running for 5 weeks. Ran with no fish for the first week. Have had fish in it for 4 weeks.

Water changes at 20% each week, and water is testing at 0 and PH7 temp at 26

All fish look happy except my Molly! He has been fine, but yesterday started swimming strangley. His tail seems to be weighing him down(this is descriptive, not a diagnosis) he strugles to get up to the surface of the water but is fine if swimming in a straight line. He's a pretty little thing no spots or surface damage that I can see, I've got quite attached to him as he was one of the first fish I had, so can someone please advise on what this is and what I should do

Need to look at water stats in ammonia,nitrite,nitrate,and ph.
What do you feed the fish.
Try some shelled peas.
