Help!

Hi all. I have a 25 gal. It has (well now only one) only neons in it. I started stocking it 2 weeks ago, 5 fish at a time. But after a few days they die, i only hav one now.

Here is my test results:

No2 25 - 40mg per litre

No3 0

GH between 3 and 5

KH 6

Ph 7.2

Temp 24 decrees

What is wrong and what must i do.

How long has the tank been running and has it cycled yet? Neons arent a good fish to start a new tank with, you need hardy fish, or a fishless cycle.
If the tank is cycled then again neons dont like new tanks.
