Help With My Angel Please!

My angelfish, both of them, are getting pretty ragged dorsal fins, which has never happened before. They have been fine with their tankmates (the newest are a rubberlipped pleco and a Bolivian Ram that have been in there for 4 weeks, and the fin situation has been going on for a few days.) The water parameters are all fine- 0ppm for Ammonia, nitrites, etc. 8 pH (a little higher than I would like). Does the linked picture look like the product of bullying or fin rot? If it is bullying could my Ram be the culprit? I have never seen any agression. There are no other tankmates besides cories and neons. If it is fin rot should I move him to a hospital tank and treat him or treat the tank he is in? Help is greatly appreciated!

In ione area it looks like abit of fin nipping.
Can see some spots on the fins or is it the glass.
I would treat with a bacterial med.
 
Seems like it's only minor as of now, so try a bacterial medication, this will prevent it from getting infected.
 
Seperate it from the ram, start with daily 25% water changes with a little melafix for a week. That one isn't bad, you will be surprised what fresh water can do for torn fins. I wouldn't start with bacterial meds yet, I've had angels with 1/2 the fins torn off during pairing aggression. They get 50% daily for a couple of weeks in a med tank with a healthy dose of melafix.
 
How long have you had the angels? I can't really see much damage to the fins. I know most fish can adapt to a variety of water conditions but a pH of 8 may be a little too high for them to adapt to. They generally prefer low 6s to about 7. It's generally not a good idea to tamper with the pH but you might consider driftwood or peat in the filter to try to lower it some.
