Help With Guppies

Is it normal for all my guppies to float near the top of the tank? Because I have 2 tanks and this only happens in one of them.

These fish to spend most of the life near the surface of the water, how ever they are just as happy swimming around then middle section as well.
As long as the fish are swimming and are not lethargic it's all sounds fine.

 

[Duck and Dive]

guppies feed on the surface so they should be ok if they are swimming ok.
