HELP WITH BETTA!!!

Hi all my beautiufl blue betta freddy isnt looking so hot. i dont have any exp with bettas but his once long beautiful fins are looking like they went through a lawnmower. he is the largest fish in my tank 5 gallon minibow and he has plent of room as i have only a couple of neons in there with him. i love this fish and dont want anything to happen to him. at the very tips of his fins on his belly (i know i sound stupid but i dont know the technical name) they are turning white. is this ick. can anyone help

ick would be white spots on his fins. So id doesnt sound like that.
If you say his fins look like they have been through a lawnmower it could be fin rot.

But im not sure try posting this in the emergency section or the betta section, or perhaps one of the mods might move it
