Help Weird Growths On Serpae Tetra

i noticed the other day that my serpae tetra has lumps/spots on its tail and the whole thing (near the tail) is enlarged, also its lip is sticking out and white, what is it and how to i cure it?

Sorry can't make the pic out the lump on the tail do they look like a cluster of eggs.
White mouth is columnaris.
