help! sick betta

i came home tonight from work and my betta max's eyes are all white and bulged out!!!!!!!!! im really upset and dont know what to do... i did a partial water change and yes i used declorinator... any1's advice is appreciated...

Have you tested your water to see the parameters? May be he has popeye...
