Help - Please

Hiya have a small 28litre tank which is only 3 weeks old and have 2 platy's (Bert & Ernie) and possible 2 fry hiding somewhere! Have had high nitrite levels and white spot but have improved water problems i think? The levels are now: ph 8.5, ammonia 0.1mg, nitrite 0.1mg & nitrate 12.5mg.

But worried about Bert, since adding 2nd whitespot treatment she isn't really using her left pectoral or pelvic fin and the dorsal is lying flat on her body. Her white spot's have dropped off and have added the 2nd treatment for whitespot a couple of hours ago (Interpet). Ernie has got 2 spots returned but seems ok other than that. Bert is swimming around (as best she can)any suggestions - please help! Thank you!
 
The tank is really to small for platys as they are active fish and shouldn't really be kept in anything lower than a 10gal.
I know you have fry but i would still add some salt two teaspoons get a jug of tank water add the salt and stir till it disolves then add to the tank.
Have you increased aeration in the tank and turned temp up to 30.
Your tank still cycling and i'm afraid it takes it toll on the fish.
