Help....please

In my sig you will see what I have in my long 20g and one of the long finned black tetras has been acting really sluggish and has isloated it self from the other fish by going to the upper half of the tank and his eyes look different from the other tetras, it kinda looks like popeye because they are sticking out a little bit and look swollen. Also like the said the other tetras eyes look normal and regular shape and are in the right place on the body. So should I treat the tank for popeye even though I'm not 100% positive it is or should I wait and see if the eyes protude out any further or other tetras start looking like this?
 
It sounds like popeye to me, read this link to see what you think, also pop eye is closely related to dropsey because of the build up of fluid.

Exophthalmia (a.k.a. Pop-Eye)



Symptoms:

Fish with exophthalmia will have eyes that are abnormally enlarged and protrude from their sockets. In severe cases the eyes may actually burst from the socket, leaving the fish eyeless. Eye swelling is caused by a build up of fluids in or behind the eye.



Cause:

There can be any number of causes for this condition. Possible causes include poor water quality, bacterial infections, viral infections, eye flukes or other parasitic infestations, or piscine tuberculosis. Even though the fish may recover, the protruding eye may remain that way. This should not adversely affect that fish.



Treatment:

Since there are so many possible causes a broad-spectrum antibiotic is recommended, such as Tetracycline, but this treatment cannot obviously guarantee success. Be sure to keep water quality in good condition.
 
Thanks wilder. Should I use maracyn because it says it treats pop eye?
