Help my Oscar is sick

He has white rings around his eyes and red spots on his lips and he is breathing heavy and getting mad it seems like

Pic? Is your tank cycled? Water parameters? Water conditions? What Food? What Filtration? Is it just an Oscar? How old is it? How long have YOU had it?

Sounds very like a water problem. I'd do a BIG water change now and try answer some of Cryptfans question. Then hopefully someone more knowledgeable then me can provide some answers.
