Help My Fish Is Dying!

I have had Sampson my beta fish for over two years and these last two-three weeks he's been activly dying.. he lays on his rocks, floats in the same position sideways for hours, trys to swim and falls bumping into the rocks and i feel is in pain (i assume for i don't know much about fish and pain)...I've been waiting for him to die and he keeps holding on..His tail has been slowly thinning a bit and this morning i noticed he has a mass of something on his head... my roommates keep telling me to flush him and put him out of his misery but i can't imagine what would happen if he didn't die..any advice or should i just wait it out?
 
Bless him what does the growth look like on his head.
To you have excess to tetracycline.
Don't flush him its an awful death for a fish.
The best method is a bucket of very cold water and icecubes the colder the better, than add the fish it takes about 20 seconds but leave the fish for a while just to make sure its passed on.
