I currently have a 108 t5ho 48 inch. My budget is 490$. I want a 55 gallon tank. I was thinking something like~ 10 rummynose tetra, 20 cardinal tetra, 1 type of pleco???, 6 cory, cherry/ amano shrimp, pair of dwarf cichlids. What would be a good plan for this, I am not set on the type of tetra, maybe rasboras. I also would like c02. The budget could be stretched to $600 dollars. Is 2 wpg good enough to grow plants?

Since its a t5ho, using the wpg rule isn't really necessary and doesn't fall under the same rules as a regular t5. Do you know what wattage and how many bulbs are in the fixture?

Indeed it is enough light to grow plants but you may have algae problems since its so much light and would need additional nutrients to flourish and properly grow. A Co2 system would definately help but do some reading. Recently there have been quite a few posts on co2 injection of all types, but the 2 most used being yeast(cheaper) or pressurized (expensive up front but more stable in the long run). Some cichlids do eat plants so be sure to read up. Have a look at some apistos or kribensis. Shrimp might be a little rough with the cichlids and larger fish as well. In a tank that size you could probably go with 2 bristlenose plecos.

Definitely enough light. I just actually bought the peices for my pressurized system and it was ~200... You may be able to find the peices cheaper elsewhere but i bought the regulator and the tank from amazon and the diffuser from ebay. You could also have a look around at the Co2 kits which some are pressurized and some are yeast fermentation, but you will pay more in the long run because you have to pay for the replacement cartridges. The pressurized systems with a 5lb tank can be refilled and if you get a regulator with a solenoid valve you have the ability to hook it to a timer for on/off times.

I was thinnking something like this:
15 neon tetras
5 endlers livebearer all males
10 celestial pearl danios
6 amano shrimp
6 cherry shrimp
6 cory catfish
6 kuhli loaches
Snails
2 bristlenose pleco or other pleco

Is this overstocked. The tank is going to be heavily planted.

So will the stocking work? Also will I have to do watere changes ver often

That stocking is absolutly fine :good:
All are pretty small fish but when buying your pleco, please make sure its not a common pleco. Sometimes times, BN plecos are actually Common plecos

sure as hell wouldnt want a monster in there

How about this:
