help lights are out!

i just got an order from greenline and they look great went out come back home and one of my lights were flickering it lights up the middle of the tube then a few seconds later it flicks over to lighting just both ends about 5cm?is this my bulb on the way out or the little thing next to the bulb? soz i dont know what they are called its like a fuse/starter its all most that my neww plants sucked all the life out my bulb lol i know that cant happen but its just weird

how old is it?

modern tubes will last a couple of years... But the light frequeencies will drop off after about 6 months.

It might well be the starter that has gone. try pulsing the on off switch a few times
