Help, Large White Spots (Picture)

i left my betta fish in the care of my fish-owning neighbor while i was gone on vacation. he failed to take good care of artemis and now he has large white spots. what is this?

One of 3 things. Either a burn on the heater, fungus or white spot(most likely not). Theres not much you can do if it is a burn but there is variouse medications available, how about giving them a try. good luck

Size of tank in gallons or litres.
Water stats in ammonia, nitrite, nitrate, and ph.

Any redness to the spot.
Does the spot look hard, or soft like filled with fluid.
