Help! Is My Plant Dying?

my java moss has these tiny tiny white fuzzy things comming off the smaller branches. does anybody know if its just growing?? theres not a ton of it but its there, really small.

anybody have ideas?

stats are good, temps at 78, and lights on for about 14 hours each day. (low watt flouresent)
