 I don't know what to do!

I've never even heard of anything like this! My male betta has had some sort of white cottony looking growth on his face that I've been trying to treat with betta fix (apparently not working though). I just changed his water maybe yesterday and I check on his frequently. I just looked at him and noticed his back fins are literally falling off!!! I feel so bad for him! He still has some back fin left but where the colored part was, it's looks like he has very light blonde hair attached instead of fin, and I even saw fin at the bottom of the tank! What do I do? He also seems to be twitching around the tank a little, swimming normal except with a sort of dart ot twitch maybe. :(

Get treating fast he has a very bad bacterial infection columnaris with a secondary infection of finrot.
They can flick with columnaris as well as parasites.
Maracyn one and two.

Ok, at least I know what it is, thank you so much wilder. Should I do a full water change then? He's in a 2.5 gallon. Can't make it to the store tonight (they are closed, and walmart here no longer has fish) , what should I do until then??

I have betta Fix (but not sure that has been doing ANYTthing) and aquarium salt (prob won't help at all here), and also copper safe (also prob will not do anything). Any remedies or anything i can try?

If haven't got the meds turn temp down by two degrees, add some salt two teaspoon but mix in a jug of his bowl water till it disolves.
Not sure about the water change at full never kept betta's but if you can yes it would be wise.

Must increase aeration with the meds though as they reduce 02 in the water.

Ok, thank you so much Wilder! I just did a full water change and added aquarium salt and Copper Safe (I read on some website that it was ok). I put him in something a little smaller since he's not eating or hardly moving around. Won't be so hard for him to get air now. Thanks so much!
