Hello. New To Keeping Fish. Question About Filter

Hi there. My name is Ilana, I have recently been treated to an aquarium for my birthday. I am completely new to keeping fish. The aquarium I have is a 48 litre 'Fish Box'. It comes with an Interpet PH1 internal filter, heater and thermometer. I have set it up already, with the gravel, ornaments and live plants (no fish yet, too soon). I'm wanting to have a tropical aquarium rather than cold water. The problem I'm finding is the filter works sporadically, and I'm not confident it's efficient. I'd like to get a new filter, one that I can feel at ease that it's working well. I would like and internal filter that also oxygenates as well as cleans. Could anyone recommend a certain filter/make, that isn't incredibly expensive, but also not cheap rubbish. I have notice good and bad reviews on the Fluval U1 internal filter, and am so confused really, so would really appreciate some help.
