i bought 2 helix compact fluorescent bulbs, 15w each. It said it equals to normal 75w bulb. So when i calculate my lighting, should i think it as 75w or just 15w? Many thanks

I take it those are bulbs for houses and not aquariums?

It's 15w. Although probably less, since the shape would cause some restrike and most table lamps do not have a proper reflector.

All I can say is I tried the cheap light route and got nowhere. The lighting over a tank drives the whole process of plant growth and is consequently the most important aspect of a planted tank IMHO. There is no point having the best substrate, plants, CO2 kit if the lighting is crap.

However if this is for a nano, the sheer amount of light might be enough to get the plats to grow, just don't be surprised if they don't. Moody used a halogen desk lap on his tropica cube and the results speak for themselves, so it is possible.
