Yes - it's thermostatically controlled so will come on when the water temp falls below the set level and switch off when it reaches said level.

It flicks on for a while and then off again for a bit

Its a 16G tank with 50w heater in.

I set it to 26 Degrees celsius but the thermometer says 20 Degrees.

Perfectly normal !!!!!! When the water temperature drops - the heater turns on, when its warm enough it turns off !!! (well, the thermostat TBH)
Some heaters have a light that shows the heater is ON, some OFF.... so seeing the light come ON/OFF is to be expected.
