Do you need a heater for tetras?

Yes it is good idea. They are best kept in the upper 70'sF. Unless you live in a very warm part of the world, were your room temp is close to 80F year round.

well I am in TX so my house is about 76F

If it is 76 year round I would say you are fine... worst case scenario, you have to buy a heater later because your fish aren't moving at all.

get a good thermometer and keep an eye on ur tank temp
