Heater Problems

If anyone can help me , why does my tetra (30w i think??) heater not keep my tank at a nominal temp. I need a 25 degree but set it at 23 to allow for the difference. Any given day the temperature can fluctuate 2 degrees +/-. I have it set in the center with moving water and the thermo at one end. Sometimes i worry for the fishes stress levels when it drops and rises. Is this normal or do i need to replace the heater....PLEASE HELP btw its a 160 litre tank....thanks all!!

I don't think 2 degrees fluctuation is too bad, the water temps in the wild fluctuate far more than that. Maybe its not your heater that causes the difference, but other sources of heat. Like, is the tank located close to your room heater or is it getting direct sunlight?

The tank isnt near a heater, it does get morning sun tho.
Ill limit the amount of natural light they get and post in the near future. Thankyou
