Heater help\question

I recently purchased a top fin 20 gallon tank setup. When I did aquariums a long time ago you used to have to leave the top part of the heater out of the water. With that being said. Can I submerge the entire heater now, and just have the cord coming out? Seems weird to me but the heater only has a minimum water level mark. Instructions are not very clear as to how far I can put this under. Thanks in advance

I'm pretty sure that most of them you can fully submerge now. Mine is.
 
Most heaters are now fully submergable. But do check the instructions to be doubly sure.

The mimimum water level is probably more for small tanks or for knowing how far to lower the water when you do the water changes or maintenance, though tbh, I switch my heater off when doing water changes anyway.
