Hatchet Fish, Frayed Fins, Acts Normally

Check the picture I attached, the hatchet fish has been this way for weeks and I used maracyn because I thought it was fin rot but i guess it isn't
-would you guys have any diagnoses'

Also, what are your water stats (ammonia, nitrite, nitrate, and pH)? How big of a tank is it and what other tank mates are there?
